Description of Problem: The subject vehicles are equipped with wheels attached to the vehicle with certain hub bolts. A higher-than-expected coefficient of friction of the bolt surface may result in lower-than-expected clamping force from the fastening of these bolts during assembly. Under certain driving conditions that can expose the bolts to higher operating temperatures, the coefficient of friction of the bolt can change, causing additional torque relaxation. If these conditions occur, the overall wheel slip resistance torque can become lower than the torque that can be produced under certain driving and braking conditions in the subject vehicles. This can result in all of the hub bolts on a wheel to loosen to the point where they can detach. In addition, the subject vehicles were equipped with wheels that contained excessive roughness on a contact surface and bolt holes that were misaligned. These conditions can lead to further reduction of the overall wheel slip resistance torque. If a wheel detaches from the vehicle while driving, it could result in a loss of vehicle control, increasing the risk of a crash. In Section 7, the following should replace information provided in the June 23, 2022 Part 573 Report: 7. Description of Corrective Repair Action: All known owners of the subject Toyota bZ4X vehicles will be notified. The dealer will replace the hub bolts with newly designed hub bolts with a washer. In addition, the dealer will replace the wheels with improved ones. The remedy will be provided at no cost to the customer. Subaru has informed Toyota that no Solterra vehicles have been sold to dealers or retail purchasers. For the purpose of this report, “1” means “unknown”. 5. Description of Problem: The subject vehicles are equipped with wheels attached to the vehicle with hub bolts. After low-mileage use, all of the hub bolts on a wheel can loosen to the point where the wheel can detach from the vehicle. The cause of the issue and the driving patterns under which this issue could occur are still under investigation. If a wheel detaches from the vehicle while driving, it could result in a loss of vehicle control, increasing the risk of a crash. 6. Chronology of Principal Events: Mid-May 2022 – Late June 2022 Toyota received a field technical report from the Taiwan market indicating separation of the front left wheel from the vehicle. Toyota recovered the wheels and hub bolts from this vehicle for investigation. Toyota then received two field technical reports from the U.S. market. One of the reports indicated loose hub bolts of the front left wheel and the other indicated a separation of the front left wheel from the vehicle. Toyota reviewed the production process at the vehicle assembly plant and did not identify any abnormalities on the hub bolt tightening history of these three vehicles. Toyota also reviewed the assembly process of the wheel and hub bolts at the assembly plant and did not identify any abnormalities. In addition, although damage was observed on the wheel recovered from the vehicle in the Taiwan market, the damage was believed to be a result of the wheel separating from the vehicle and the cause of the loosening of the hub bolts was not able to be identified. Toyota continued to investigate and conducted a driving test using mass production wheels and hub bolts that were tightened to specification. The testing showed that the hub bolts loosened under certain severe driving patterns. June 20, 2022 While the cause of the issue and the driving patterns under which this issue could occur are still under investigation, the current information indicates that all of the hub bolts on a wheel on the subject vehicles can loosen to the point where the wheel can detach from the vehicle after low-mileage use. Thus, Toyota decided to conduct a voluntary safety recall campaign and will instruct the owners of the subject vehicles not to drive their vehicles. Toyota will continue to investigate the issue and develop a remedy. As of June 18, 2022, based on a diligent review of records, Toyota’s best engineering judgment is that there are two Toyota Field Technical Reports (received between June 3, 2022 and June 8, 2022) and zero warranty claims that have been received from U.S. sources that relate or may relate to this condition and which were considered in the decision to submit this report. 7. Description of Corrective Repair Action: All known owners of the subject Toyota bZ4X vehicles will be notified by first class mail and instructed not to drive their vehicles. Owners will also be informed that Toyota’s investigation is ongoing and that they will be contacted when further information is available. Subaru has informed Toyota that no Solterra vehicles have been sold to dealers or retail purchasers. Dealer Procedures for DO NOT DRIVE Toyota requires your assistance to support customers during this time. If you have retailed a bZ4X and have the owner’s contact information, please contact them as soon as possible about this issue proactively. Please assist them in arranging vehicle pick up from their location to your dealership and provide them a loaner vehicle. Dealer Inventory Procedures New Vehicles in Dealership Inventory There is approximately 1 vehicle in new dealer inventory as of June 23, 2022. Under Title 49, Section 30112 of the United States Code, a dealer cannot sell, offer for sale, or introduce or deliver for introduction in interstate commerce a new motor vehicle when it is aware that the vehicle does not comply with an applicable Federal Motor Vehicle Safety Standard or contains a defect related to motor vehicle safety. Further, 49 Code of Federal Regulations §577.13 requires us to provide the following advisory: It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied. Toyota reimburses dealers for flooring costs associated with new vehicles held in dealership inventory until the recall remedy becomes available. Toyota provides these flooring reimbursements at 60-day intervals. Toyota reserves the right to withhold or charge-back any flooring reimbursement funds that may have been paid to the dealer if it determines that a new vehicle subject to a safety recall was sold without first being remedied. Remedy For all subject vehicles, the hub bolts will be replaced with newly designed hub bolts with washers and the wheels will be replaced with improved ones. The remedy will be provided by any authorized Toyota dealer FREE OF CHARGE. In addition to the remedy, a new owner’s manual will be provided with user instructions for the new hub bolts. Dealer Procedures for DO NOT DRIVE Toyota requires your assistance to support customers who were requested to not drive their vehicle during the interim period of this Safety Recall. Under Title 49, Section 30112 of the United States Code, a dealer cannot sell, offer for sale, or introduce or deliver for introduction in interstate commerce a new motor vehicle when it is aware that the vehicle does not comply with an applicable Federal Motor Vehicle Safety Standard or contains a defect related to motor vehicle safety. Further, 49 Code of Federal Regulations §577.13 requires us to provide the following advisory: It is a violation of Federal law for a dealer to deliver a new motor vehicle or any new or used item of motor vehicle equipment (including a tire) covered by this notification under a sale or lease until the defect or noncompliance is remedied. Toyota reimburses dealers for flooring costs associated with new vehicles held in dealership inventory until the recall remedy becomes available. Toyota provides these flooring reimbursements at 60-day intervals. Toyota reserves the right to withhold or charge-back any flooring reimbursement funds that may have been paid to the dealer if it determines that a new vehicle subject to a safety recall was sold without first being remedied. Under certain driving conditions that can expose the bolts to higher operating temperatures, the coefficient of friction of the bolt can change, causing additional torque relaxation. If these conditions occur, the overall wheel slip resistance torque can become lower than the torque that can be produced under certain driving and braking conditions in the subject vehicles. This can result in all of the hub bolts on a wheel to loosen to the point where they can detach. In addition, the subject vehicles were equipped with wheels that contained excessive roughness on a contact surface and bolt holes that were misaligned. These conditions can lead to further reduction of the overall wheel slip resistance torque. Date: June 23, 2022 New Safety Recall: WRD-22 Solterra Hub Bolt Issue Please be advised that Toyota Motor North America (Toyota) has filed a Defect Information Report (DIR) with the National Highway Traffic Safety Administration (NHTSA) informing the agency of the intent to conduct a voluntary safety recall for certain 2023 model year Toyota bZ4X and Subaru Solterra vehicles. No Subaru Solterra vehicles have been delivered to Subaru retailers or to retail customers. All affected Subaru vehicles are being held at their current location. Date: October 5, 2022 UPDATE Safety Recall: WRD-22 Solterra Hub Bolt Issue Important Update • Toyota’s investigation into this concern has been concluded and a remedy has been developed • The remedy will involve replacing the wheels with improved ones and replacing the hub bolts with newly designed hub bolts with washers, and a new Owner’s Manual will also be provided with user information for the new hub bolts • Toyota is diligently working to prepare the parts needed to implement this remedy • Additional information will be forthcoming Background On June 23, 2022, Toyota Motor North America (Toyota) filed a Defect Information Report (DIR) with the National Highway Traffic Safety Administration (NHTSA) informing the agency of the intent to conduct a voluntary safety recall for certain 2023 model year Toyota bZ4X and Subaru Solterra vehicles. No Subaru Solterra vehicles have been delivered to Subaru retailers or to retail customers. All affected Subaru vehicles are being held at their current location. No one should drive these vehicles until the remedy is performed. Affected Vehicles A total of 403 U.S. Subaru Solterra vehicles will be affected by this recall, as listed below: Model Year Carline Production Date Range 2023 Solterra March 30, 2022 – June 3, 2022 Not all vehicles in the production range listed above are affected by this recall. As mentioned above, no Subaru Solterra vehicles have been delivered to Subaru retailers or to retail customers. All affected Subaru vehicles are being held at their current location until further notice.
