Summary

SubarueBay logo of America, Inc. (SubarueBay logo) is recalling certain 2015-2018 Forester vehicles equipped with heated seats. An electrical connection in the front passenger seat for the Occupant Detection System (ODS) may loosen.

 

Remedy

SubarueBay logo will notify owners, and dealers will inspect and, as necessary, replace the ODS sensor mat harness, free of charge. The recall began February 11, 2020. Owners may contact SubarueBay logo customer service at 1-844-373-6614. SubarueBay logo’s number for this recall is WUM-98.

SubarueBay logo of America, Inc. (SubarueBay logo) is recalling certain 2015-2018 model year Forester vehicles to replace the passenger-side front airbag Occupant Detection System (ODS) harness.  A total of 366,282 U.S. vehicles will be affected by this recall.

REASON FOR THIS RECALL:

Over time, due to a decrease in contact pressure between terminals in the ODS sensor mat harness, a temporarily unstable electrical connection may be possible.  If the connection is temporarily unstable, the ODS may not properly determine the status of the right front seat occupant.

 

SAFETY RISK:

If the ODS is unable to correctly determine the status of a front occupant, the airbag warning light may illuminate, and the front passenger airbag may deactivate even though the seat is occupied, increasing the risk of injury to the front passenger in the event of a crash.

 

DESCRIPTION OF THE REMEDY:

For all potentially affected vehicles, SubarueBay logo retailers will replace the ODS sensor mat harness with a new part at no cost to the customer.

 

OWNER NOTIFICATION:

SubarueBay logo notified affected vehicle owners by first class mail in early December advising them of this recall and that parts were not yet available.  Starting in February 2020, affected vehicle owners will be notified that parts are available and that they should schedule an appointment for the repair. The owner notification letters will be released in weekly phases through early March 2020.

 

RETAILER RESPONSIBILITY:

Please be advised that it is a violation of Federal law for a dealer to deliver a new motor vehicle covered by a recall under a sale or lease until the defect is remedied.  Therefore, any Authorized SubarueBay logo Retailer failing to perform the applicable service procedures to correct all affected vehicles in their inventory prior to the vehicle being placed in service may be subject to civil penalties of up to $21,000 per violation (i.e., for each vehicle), as provided in 49 CFR §578.6 and will also be in breach of the SubarueBay logo Dealer Agreement.

Any vehicles listed in any recall/campaign that are in retailer stock must be:

  • Immediately identified.
  • Tagged or otherwise marked to prevent their delivery or use prior to repair.
  • Repaired in accordance with the repair procedures outlined in the Product Campaign Bulletin

Retailers are to promptly follow the applicable service procedures to correct all affected vehicles in their inventory (used, demo & SSLP).  Additionally, whenever a vehicle subject to this recall is taken into retailer inventory, necessary steps should be taken to ensure the recall correction has been made before selling or releasing the vehicle.

 

SERVICE PROCEDURE:

IMPORTANT NOTE: If aftermarket leather trim is found installed on the ODS seat cushion, all efforts must still be made to complete this recall. The presence of aftermarket leather alone does not prevent performance of this repair procedure. Should any questions arise, please refer to the Claims Policy and Procedure Manual, section 8.4.45.4 “Non-OEM Components Discovered During a Safety Recall Repair.”

There are two (2) service procedures to be followed for satisfying this Recall Campaign:

  • ODS harness label inspection
  • ODS harness label inspection and harness replacement.

The REQUIRED first step is the Harness Label Inspection Procedure.  See the Harness Label Inspection procedure and Inspection Determination sections on pg. 3 below.  If the harness label inspection outcome dictates a repair is required, replace the pictured ODS harness (p.n. 64084SG23A) following the Harness Replacement Procedure below.

 

Harness Label Inspection Procedure:

The part identification label affixed to the yellow sensor mat wiring harness is the focus of this inspection.  The left photo shows an underside view of the passenger seat as seen from the front floor area and provides an approximate location of the label.  On the right is a close-up of the identification label itself.

 

NOTES: 

  • There is enough room under the seat to access the harness label and perform the date / supplier code inspection without removing the seat assembly.

TIP:  Take a photo of the label with a phone then review the image to get the necessary information.

 

Inspection Determination:

Step 1. If the date code (BROWN box in photo) on the label is AFTER 18074, the harness is OK. Harness replacement is NOT necessary.  See additional **NOTE below.

Step 2. If the date code is 18074 or BEFORE AND has the supplier code 6578 (RED box in photo) on it, the harness is NG must be replaced.  Proceed to Harness Replacement Procedure as outlined below.

  • 16” is the year (2016) and “232” is the 232nd day of the year: “16232”.

 

IMPORTANT:  The supplier code AND date code from the INSTALLED harness MUST be entered in the Miscellaneous Detail field at claim entry (e.g: 657818074).

 

**NOTE: In the VERY RARE case where the harness is OK but the AIRBAG warning light is on with an ODS -related DTC in memory, submit a recall claim for inspection only.  Continue diagnosing the DTC following the modified Service Manual procedure provided on pg. 8 for reference as there may be another cause for this DTC. Refer to the Vehicle Coverage Inquiry to identify available coverage.

If the harness is OK and no other ODS system diagnosis is required, proceed to the CLAIM REIMBURSEMENT AND ENTRY PROCEDURES section on pg. 9 and process an Inspection Only claim.

 

Harness Replacement Procedure:

Preparation:

  • Record the customers radio station presets (and Navigation favorites where applicable).
  • Put the seat at the front-to-back midpoint on the slide rails.
  • Disconnect the negative (-) cable from the battery and wait at least 60 seconds before proceeding further.

 

Step1- CAREFULLY disconnect the three (3) seat harness connectors and the harness retaining clip.  Leave the yellow Airbag harness connector attached to the seat cushion frame.

 

Step2- CAREFULLY remove the passenger seat assembly following the applicable Service Manual procedure.  IMPORTANT:  When removing (and reinstalling) the seat assembly, always use CAUTION to protect the door opening area painted and surrounding trim surfaces from coming in contact with and possibly being scratched by the seat mounting points.

 

Step3- CAREFULLY remove the backrest reclining lever then both the outer and inner hinge cover trim panels and the inner seat belt buckle assembly following applicable Service Manual procedures.

TIP:  Pay close attention to all the wiring harness securing points, clips, etc. to insure their proper reassembly.  Taking a photo(s) to use for reference at reassembly is recommended.

 

Step4- Disconnect the seat heater harness connector.  Remove the bolts (2 inner and 2 outer), then CAREFULLY separate the backrest assembly and set it aside as shown in the photo below.

 

Step5- Unclip the two retaining loop / clips from the seat cushion front frame, unhook the elastic loop with a finger and unplug the ODS mat harness from the ODS module as shown in the sequence below.

 

Step6- From the rear of the cushion (a cotter pin extractor works well), CAREFULLY release the plastic seat cover trim retainers as shown below and pull the back of the cover up as needed to access the harness to ODS sensor mat connection point (tail) circled below.  The tail is covered in a self-adhesive fabric padding.

 

Step7- CAREFULLY peel the padding back to expose the tail and connections.  Be advised, the adhesive used has a very strong grip.  CAREFULLY peel the padding in a direction parallel to the tail and discard.  A new piece of padding is included in the new replacement harness kit.

 

Step8- IMPORTANT:  Before connecting the new harness, inspect the tail and sensor mat connectors to confirm they are tight on the 2 metal bands of the mat.  Inspect closely for any breaks, cracks or other damage to the visible components of the sensor mat.  If any damage is identified, the complete seat cushion assembly must be replaced as the sensor mat is not a serviceable component.

 

REMINDER:  If a replacement is necessary, always order the most up-to-date seat cushion assembly part number for the VIN being repaired.

 

Step9- IMPORTANT:  Always squeeze the tail terminals firmly at the rivets when disconnecting / reconnecting the harness terminals.  Connect the new harness terminals to the sensor mat removing ONE CONNECTION AT A TIME to make sure they are reconnected in the proper configuration.

 

Step11- Use a scissor to cut the harness label from the original (removed) wiring harness.

 

Step12- Remove the adhesive backing and apply the cut off section of the original label to the new replacement harness as shown in the photo sequence below.

 

Step13- Reassemble the seat cushion assembly in reverse order of disassembly.  If a photo was taken as recommended in Step 3, refer to it to confirm the affected harnesses are properly resecured to the underside of the seat cushion assembly.

 

Step14- Secure the backrest to the cushion with the four (4) mounting bolts.  The torque specifications are as follows:

  • Backrest to cushion assembly bolts (4): 52 Nm (38.4 ft. lbs.)
  • Inner Seat Belt Buckle Nut (1): 38 Nm (28 ft. lbs.) VERY IMPORTANT: Make sure the seat belt buckle assembly rotates freely on the shoulder of the mounting stud BEFORE AND AFTER torqueing the retaining nut.
  • Seat Assembly to vehicle floor mounting bolts (4): 53 Nm (39.1 ft. lbs.).

 

Step15- Reconnect the negative (-) battery cable, reset the customer’s audio (and Navigation where applicable) presets and confirm proper vehicle operation to complete the procedure.

 

DTC Diagnosis:

IMPORTANT: BEFORE proceeding with diagnosis of any ODS-related DTC. Always check to see if the passenger seat cushion is wet, contains moisture or has been exposed to excessively humid conditions for some time.  The seat cushion must be completely dry before proceeding with further diagnostics.  NEVER use a hair dryer or heat gun to dry the seat cushion.

1) Turn the ignition switch to OFF, disconnect the battery ground cable, and wait for 60 seconds or more.

2) Disconnect the connectors (AB59) and (AB53) under the passenger’s seat.

3) Disconnect the connectors (AB6, AB17, AB18) from the airbag control module, and connect the connector (1AG) in the test harness AG to connectors (AB6, AB17, AB18).

4) Connect the connector (1AP) in the test harness AP to the connector (AB53).

5) Measure the resistance between connector (6AG) in the test harness AG and connector (2AP) in the test harness AP.

Is the resistance less than 10 Ω?Go to step 4.Replace the RH rear body harness.
4. CHECK AIRBAG REAR HARNESS.

Measure the resistance between connector (6AG) in the test harness AG and chassis ground.

Is the resistance 1 MΩ or more?Go to step 5.Replace the RH rear body harness.
5. CHECK OCCUPANT DETECTION HARNESS.

1)         Turn the ignition switch to ON.

2)         Measure the voltage between connector(2AP) in the test harness AP and chassis ground.

Is the voltage 10 V or more?Go to step 6.Check the battery voltage and fuse.

If there is no fault, replace the RH rear body harness.

6. CHECK AIRBAG SYSTEM DTC.

1) Turn the ignition switch to OFF.

2) Reconnect the disconnected connector.

3) Turn the ignition switch to ON.

4) Read Airbag System current DTC.

Is DTC B1650 detected?If the condition is not improved, replace the occupant detection system (passenger side cushion & frame assembly).

If the condition is still not improved, then replace the airbag control module.

The system is currently normal. Check if any other DTC is detected. If there is no current

Clear memory.

 

REMINDER:  The INSTALLED part’s supplier code AND date code MUST be recorded on the document(s) submitted for claim reimbursement.  Use the following format example: 657818074.

If this happens, the ODS may not properly determine the correct status of the right front seat occupant and prevent the front passenger-side airbag from deploying in the event of a crash.

If the ODS is unable to correctly determine the status of the right front seat occupant, the front passenger airbag may deactivate even though the seat is occupied, increasing the risk of injury to the front passenger in the event of a crash.

If you must use the front passenger seat, and the airbag warning light and/or the PASSENGER AIR BAG OFF indicator illuminates while the seat is occupied, the passenger should move to the rear seat after the vehicle has come to a complete stop in a safe area.

Reason for this Recall

Over time, due to a decrease in contact pressure between terminals in the ODS sensor mat harness, a temporarily unstable electrical connection may be possible. If the connection is temporarily unstable, the ODS may not properly determine the status of the right front seat occupant.

 

Safety Risk

If the ODS is unable to correctly determine the status of a front occupant, the airbag warning light may illuminate, and the front passenger airbag may deactivate even though the seat is occupied, increasing the risk of injury to the front passenger in the event of a crash.

 

Description of the Remedy

For all potentially affected vehicles, SubarueBay logo retailers will replace the ODS sensor mat harness with a new part at no cost to the customer.

Re: Customer Concern Claim Submission for WUM-98 prior to Supply of Harness (Recall) Parts

 

Until the supply of Harness (recall) parts are available, SubarueBay logo has a limited supply of seat cushion replacements for customers who experience the concerns outlined in the WUM-98 Campaign Bulletin.

To assist in ensuring that these recalls can be closed as quickly as possible, the recall status for all vehicles under WUM-98 are being changed from “Open-Remedy Not Available” to “Open-Limited Parts Available”.  This status will allow retailer submission of the WUM-98 recall claim in Recall Claim Entry on Subarunet.

In addition, the “WUM-98 Recall VIN Submission” form on Subarunet will be removed, and parts should be ordered through normal channels.

Claim instructions for WUM-98 repair are below for reference.   If you have questions, please contact the Claims Helpline at 1-866-782-2782, prompt 2.

 

Claim Submission Instructions

Please follow the procedure below for submission of a WUM-98 recall claim:

  • Recall claim can be entered in Recall Claim Entry.
  • When submitting a WUM-98 recall claim, you must include the supplier and date code from the harness label on the new seat cushion, as outlined in the Inspection section of the WUM-98 campaign bulletin (page 3). This information should be entered in the Miscellaneous Detail and should be nine numbers, no dashes.
  • Labor operation is 182-051 for 0.8 hours.

NOTE: Recall claims submissions will be reviewed daily. Any claim that does not include valid supplier and date code information will be errored or rejected, and the recall will remain in an open status. Recalls are not completed in the system until the claim reaches approved status, so please be sure you are providing accurate information when submitting a claim to prevent any errored or rejected recall claim.

Interim Owner Notification

SubarueBay logo will notify all affected vehicle owners by first class mail on December 2nd advising them of this recall. We expect parts to be available starting around December 15th, and customers will be re-notified regarding parts availability in phases and to schedule an appointment for repair. Frequently Asked Questions: 2015-18 MY Forester ODS Recall WUM-98

To assist with customer inquiries regarding the ODS recall, please use the attached list of answers to questions you can expect in the coming days.

 

Question: Does this recall affect all 2015-2018 MY Foresters?

Answer: No. Not all 2015-2018MY Foresters are affected by this recall. Coverage will be confirmed by using the Vehicle Inquiry function on Subarunet.com. If the vehicle is affected, additional details are described in the Product Campaign Bulletin. A total of 365,515 vehicles have been affected by this recall. Vehicles not equipped with a seat heater are not affected because the sensor mat harness connection is a different design.

 

Question: What is an Occupant Detection System (ODS)?

Answer: The Occupant Detection System determines the presence and status of the occupant in the passenger seat to enable or disable the passenger side airbag from deployment in the event of an accident.

 

Question: What is the reason for the recall?

Answer: Over time, the terminals connecting the ODS harness to the sensor mat in the bottom of the passenger seat can develop an unstable electrical connection. If this happens, the ODS may not properly determine the correct status of the right front seat occupant and prevent the front passenger side airbag from deploying in the event of an accident.

 

Question: What is the recall remedy?

Answer: On affected vehicles, SubarueBay logo retailers will replace the ODS sensor mat harness with an enhanced part at no cost to the customer.

 

Question: When will customer notifications begin?

Answer: Customer notification will take place on December 2, 2019. At that time, customers will be advised that parts are not yet available. Customer re-notification regarding parts availability will be released in phases.

 

Question: When will remedy parts become available?

Answer: We estimate to have limited parts available beginning approximately December 15, 2019.  As additional supply of remedy parts becomes available, we will send out another customer notification. Customer notifications will be mailed in phases to meet availability of parts once received.

Currently, we have a limited supply of ODS seat bottom assemblies available for customers who experience an ODS failure (airbag lamp illuminated) prior to the recall parts becoming available. To obtain one of these parts, retailers will need to complete the diagnostics listed in the WUM-98 recall bulletin to determine if a replacement harness is needed. If the diagnosis indicates the ODS seat bottom harness requires replacement, the retailer will need to contact a PIC (Parts Information Coordinator) and provide them customer information including the RO Number, VIN, Mileage, ODS and Airbag Diagnostic Trouble Codes found, along with step by step diagnostic results.

Customers who have not experienced an ODS failure can continue to drive their vehicle until parts become available. We recommend customers limit use of the front passenger seat until the recall is completed.   If the customer must use the front passenger seat, and the Air Bag Warning Light and/or the PASSENGER AIR BAG OFF indicator illuminate while the seat is occupied, the passenger should move to the rear seat after the vehicle has come to a complete stop in a safe area.

 

Question: What if a customer vehicle does not have a current failure (airbag lamp illuminated), but the customer feels unsafe driving the vehicle?

Answer:  There is NO risk to the driver of the vehicle; this recall affects only the front passenger side air bag. If the customer remains concerned, then the customer should be offered a SubarueBay logo service loaner at no charge until their car can be properly repaired. Please do your best to keep customers in SubarueBay logo vehicles rather than another brand.

 

Question: How long will the inspection and repair take?

Answer: The inspection will take 0.2 of an hour, and if deemed necessary, the repair will take 0.8 of an hour.

SPECIAL RECALL CLAIMS ENTRY PROCESS for seat cushion replacement

Inspection or replacement of the seat cushion assembly for a vehicle included in this recall should not be claimed as a warranty repair.  Since the current status of the recall is “Open-Remedy not yet available”, normal entry procedures will cause issues when trying to submit a claim for this recall.  As a result, please follow the procedures below for submitting a claim under this Recall:

  1. Gather a copy of the repair order for the inspection / replacement seat cushion. If it is an inspection only, please make sure the repair order includes the supplier code and date in the format outlined in the Inspection Determination section of the campaign bulletin.
  2. Complete a claim entry form.  The SubarueBay logo Claim Entry Form can be found on Subarunet: Service Operations & Technical > Forms/Downloads.
  3. Submit a warranty copy of the Repair Order along with a completed Claim Entry Form to recall_submission@subarueBay logo.com.
  4. Upon receipt of this information, the Claims Team will enter a recall claim accordingly. In the very rare case where the harness is OK, the claim will pay 0.2 hours of labor for the harness label inspection ONLY. In the case where the seat cushion was replaced, the claim will pay 0.8 hours of labor for the harness label inspection AND replacement of the seat cushion assembly, along with the appropriate dollar amount for the part.
  5. Allow up to 3 business days for recall claim processing.  Once the recall claim is entered, the Approved recall claim will appear on the Daily Claim Detail Report.

Chronology of Defect / Noncompliance Determination

Provide the chronology of events leading up to the defect decision or test data for the noncompliance:

 

April 2016SubarueBay logo received the first field report regarding this condition on a 2016MY Forester. SubarueBay logo had received no field reports for 2015MY Forester vehicles. Service Information Bulletin 07-108-16 was released to the field containing a diagnostic procedure for 14-16MY Forester vehicle passenger seat cushions that may have been exposed to higher concentrations of liquid.

 

January 31, 2017SubarueBay logo received the first technical report alleging that the airbag warning light was illuminated with an occupant detection sensor mat DTC. Parts were collected and investigated, but no root cause was determined.

 

June – October, 2017 – By June 9, 2017, SubarueBay logo had received an additional 22 technical reports from the

U.S. market.  Since no root cause could be determined during investigation of the individual samples,

SubarueBay logo and the supplier opened a joint investigation.  Joint field inspections were conducted September 7 – 28, 2017. From the initial results of the joint field inspections, SubarueBay logo estimated that the air bag warning lamp was illumined due to liquid, and therefore, the performance limitation of a capacitance sensor mat might be the main cause. SubarueBay logo and the supplier continued the joint investigation.

 

February – September, 2018 – Continued joint investigation results indicated other factors could cause connection instability such as harness connectors and/or harness routing. To improve robustness, in February 2018, the supplier updated the manufacturing process for the harness connection terminals.  SubarueBay logo and the supplier continued the joint investigation.

 

August 22, 2018 – Service Information Bulletin 07-108-16R was revised to clarify the diagnostic procedure.

 

August 14, 2019SubarueBay logo received an Information Request from NHTSA (PE19-009).

 

September 26, 2019SubarueBay logo determined that the cause of failure was an intermittent and temporarily unstable connection between terminals of the ODS sensor mat harness connectors.  Tracing the potentially affected vehicles with consideration of field occurrence frequency and vehicle production information, SubarueBay logo determined the potentially affected vehicle production range to be between January 20, 2015 and August 1, 2017.  Of 237 potentially related dealer and non-dealer field reports for

15-18MY Forester vehicles, 233 describe vehicles produced within the production window identified and 232 describe vehicles equipped with heated seats.  SubarueBay logo decided to conduct a voluntary safety recall.  SubarueBay logo is not aware of any accidents or injuries related to this condition.

These vehicles use a capacitive type ODS, which is intended to classify the occupant of the passenger seat as either full-sized, small stature, a child seat or other object. The complaints report the ODS failed to operate properly, the SRS (Supplemental Restraint System) warning light illuminated, and/or the ODS incorrectly suppressed (turned off) the front passenger air bag when the seat was occupied by a full-sized passenger. In a frontal crash sufficient to warrant deployment, a suppressed air bag may increase the risk of injury to the occupant of the seat.
