Subaru of America, Inc. (Subaru
) is recalling certain 2017-2019 Impreza vehicles. The left and right side reflex reflector and left side low beam reflector may inadequately reflect light. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 108, “Lamps, Reflective Devices, and Associated Equipment.”
Remedy
Dealers will replace the front headlamp assemblies, free of charge. Owner notification letters were mailed November 15, 2023. Owners may contact Subaru’s customer service at 1-844-373-6614. Subaru
’s number for this recall is WRG-22.

INTRODUCTION:
Subaru of America, Inc. (Subaru
) has initiated a safety recall for certain 2017-2019 model year Impreza vehicles, which may contain non-compliant headlamp assemblies. Subaru
is in the process of acquiring parts to support this recall, however we have acquired a limited number of parts to begin repair of some vehicles as they are presented to a retailer for other services. Please refer to the ‘Affected Vehicles’ section of this bulletin for further detail.
DESCRIPTION OF THE DEFECT AND SAFETY RISK:
The left front and right front halogen headlamp assemblies, containing the side reflex reflector and low beam reflector, may not fully meet requirements set forth in FMVSS No. 108 – Lamps, Reflective Devices, and Associated Equipment. At certain viewing angles, the left front and right front side reflex reflectors may not properly provide reflected light, which may lower the vehicle visibility to other road users, increasing the risk of a crash. Additionally, the left front halogen low beam reflector may not properly illuminate the roadway for the driver and/or may cause glare for other road users, increasing the risk of a crash.
AFFECTED VEHICLES:
A total of 188,397 U.S. Impreza vehicles will be affected by this recall, as listed below:

Not all vehicles in the production range listed above are affected by this recall. Coverage must be confirmed by using the Vehicle Coverage Inquiry function on subarunet.com prior to repair.
On June 13, 2023, the status of the 2017 MY VINs affected by this recall will be changed to `Open – Limited Parts Available,’ to allow WRG22 recall repairs to begin if those vehicles are presented to a retailer for other services.
The 2018-2019 MY affected VINs will remain in a `Open – Remedy Not Yet Available Status’ until parts supply is sufficient to support that increased demand. No additional updates are expected until August 2023 or later. Subaru will continue to monitor the weekly supply/demand and inventory levels, and keep retailers advised of any changes.
OWNER NOTIFICATION:
Subaru previously notified all affected vehicle owners of this recall with an interim letter by first class mail on October 11, 2022. A copy of the interim owner notification letter is included at the end of this bulletin. Once the parts supply is sufficient to do so, owners will be re-notified in phases and be advised to schedule an appointment for this repair.
In the meantime, the phased VIN status change to ‘Open – Limited Parts Available’ beginning with 2017 MY vehicles will allow for repairs to begin as those vehicles are presented for other services.
This VIN status will also prevent system ‘push’ notifications, such as in-vehicle notifications, MySubaru alerts, and CareConnect messaging to reduce the chance of going into backorder, until we have sufficient parts supply to re-notify customers across all formats.
RETAILER RESPONSIBILITY:
Any vehicles listed in any recall/campaign that are in retailer stock must be:
- Immediately identified
- Tagged or otherwise marked to prevent their delivery or use prior to repair
- Repaired in accordance with the repair procedures outlined in the Product Campaign Bulletin
Once parts are available, retailers are to promptly perform the applicable service procedures, to correct all affected vehicles in their inventory (used, demo & SSLP). Whenever a vehicle subject to this recall is taken into retailer inventory necessary steps should be taken to ensure the recall correction has been made before selling or releasing the vehicle.
PART INFORMATION:
Listed in the table below are the part numbers for this recall, if it is determined that the headlamps require replacement as described in the service procedure. These parts MUST be ordered through PRIME.

REMINDER: Always order the most up-to-date replacement parts based on the specific VIN being repaired.
SERVICE PROCEDURE / INFORMATION:
HEADLAMP INSPECTION:
STEP 1: Remove the two mounting clips then remove the air intake duct.
STEP 2: Remove the three mounting clips then remove the upper front cover.
STEP 3: Insert a borescope in between the upper bumper bracket and the inner front portion of both left and right headlamps.
Locate the part numbers labeled on the both the left and right headlamp assemblies. The part identification label is located on the inner front portion of the headlamp. See the images below.
Headlamps with part number 84001FL00B or 84001FL01B will not require replacement. If 84001FL00B or 84001FL01B are found, no replacement is required. Reinstall all removed parts in the reverse order of disassembly.
ALL other part numbers will require replacement and adjustment (see below).
HEADLAMP REMOVAL:
Remove both left and right halogen headlamp assemblies. Refer to applicable Service Manual: Body & Electrical/WIRING SYSTEM >LIGHTING SYSTEM > Headlamp Assembly > Removal
CAUTION: ALWAYS handle the painted bumpers with care. Bumpers should be stored on a cloth such as a fender cover in order to avoid any possible scratching.
HEADLAMP ADJUSTMENT:
Perform an adjustment of the left and right headlamps. Refer to applicable Service Manual: Body
& Electrical/WIRING SYSTEM > LIGHTING SYSTEM > Headlamp Assembly > Installation & Adjustment
IMPORTANT NOTES:
- Light bulbs will not be fitted in the new headlamp assemblies. If replacement is required, the original bulbs must be transferred to the new headlamp assembly.
- Whenever reconnecting the ground cable terminal to the battery sensor, torque to 7.5Nm (5.5ft.-lbs. or 66inch-lbs.) while supporting the sensor with the other hand as outlined in the applicable Service Manual under: STARTING/CHARGING SYSTSEMS > Battery Sensor.
SERVICE PROGRAM IDENTIFICATION LABEL:
Type or print the necessary information on a Campaign Identification Label. The completed label should be attached to the vehicle’s upper radiator support. Additional labels are available through normal parts ordering channels. The part number is MSA6P1302, which comes as one sheet of 20 labels.

SUBARU OF AMERICA, INC. has decided that certain 2017-2019 model year Impreza vehicles equipped with halogen headlamp assemblies fail to conform to Federal Motor Vehicle Safety Standard (FMVSS) No. 108, ‘Lamps, Reflective Devices, and Associated Equipment.’ As a result, Subaru
is conducting a recall.
You received this notice because our records indicate that you currently own one of these vehicles.
REASON FOR THIS RECALL
The left front and right front halogen headlamp assemblies, containing the side reflex reflector and low beam reflector, may not fully meet requirements set forth in FMVSS No. 108.
At certain viewing angles, the left front and right front side reflex reflectors may not properly provide reflected light, which may lower the vehicle visibility to other road users, increasing the risk of a crash. WHAT SUBARU WILL DO
Parts to repair your vehicle are not currently available. Once parts are available, Subaru will send a follow up letter, and will replace both front headlamp assemblies at no cost to you.

Chronology :
July 18, 2019 – Subaru was informed by NHTSA that testing indicated a noncompliance for the left front halogen headlamp assembly.
July 24, 2019 – A mold insert of the side reflex reflector was replaced as a preliminary countermeasure. In addition, the inspection frequency for the side reflex reflector and the halogen low beam reflector was increased from once-per-month to once-per-week.
July 25 – September 25, 2019 – From the result of the continued investigation, it was determined that a damaged mold used for the side reflex reflector and a worn mold for the halogen low beam reflector had caused a change in product performance. Subaru traced the potentially affected halogen headlamp assemblies to a vehicle manufacturing period of September 23, 2016 through August 7, 2019.
September 26, 2019 – Subaru decided that certain vehicles may not comply with the requirements set forth in FMVSS No. 108
October 23, 2019 – Based on information provided by the supplier, Subaru decided to file a Petition of Decision of Inconsequential Noncompliance for relief from notification and remedy requirements under the Motor Vehicle Safety Act.
August 5, 2022 – Subaru received notice that NHTSA had denied Subaru
’s petition.
August 8, 2022 – Subaru reviewed NHTSA’s denial and decided to recall the subject vehicles.

This interim service procedure information is to address the repair of used vehicles in retailer inventory
with an open WRG22 recall.
As previously announced, Subaru of America, Inc. (Subaru) has initiated a safety recall for certain 2017-
2019 model year lmpreza vehicles, which may contain non-compliant headlamp assemblies. Subaru is in
the process of acquiring parts to support this recall, however we have acquired an additional limited
number of service parts to support the repair of affected used vehicles in retailer inventory.
Description of the Defect and Safety Risk
The left front and right front halogen headlamp assemblies, containing the side reflex reflector and low
beam reflector, may not fully meet requirements set forth in FMVSS No. 108 – Lamps, Reflective
Devices, and Associated Equipment. At certain viewing angles, the left front and right front side reflex

This bulletin announces the design change made to the halogen headlamp assemblies. It has been discovered that the front halogen headlamp assemblies, containing the side reflex reflector and low beam reflector, may not fully meet requirements set forth in Federal Motor Vehicle Safety Standard 108 (VMVSS 108). At certain viewing angles, the left and right front side reflectors may not provide sufficient reflective light. Both left and right front halogen low beam reflectors may not properly illuminate the roadway for the driver and can cause glare to oncoming traffic. The new parts have enhanced reflective capabilities and are currently in production.

The 2018-2019 MY affected VINs will remain in a `Open – Remedy Not Yet Available Status’ until
parts supply is sufficient to support that increased demand. No additional updates are expected until
August 2023 or later. Subaru will continue to monitor the weekly supply/demand and inventory
levels, and keep retailers advised of any changes.
OWNER NOTIFICATION:
Subaru previously notified all affected vehicle owners of this recall with an interim letter by first class
mail on October 11, 2022. A copy of the interim owner notification letter is included at the end of
this bulletin. Once the parts supply is sufficient to do so, owners will be re-notified in phases and be
advised to schedule an appointment for this repair.
In the meantime, the phased VIN status change to ‘Open – Limited Parts Available’ beginning with
2017 MY vehicles will allow for repairs to begin as those vehicles are presented for other services.
This VIN status will also prevent system ‘push’ notifications, such as in-vehicle notifications,
MySubaru alerts, and CareConnect messaging to reduce the chance of going into backorder, until we
have sufficient parts supply to re-notify customers across all formats.
RETAILER RESPONSIBILITY:
Any vehicles listed in any recall/campaign that are in retailer stock must be:
• Immediately identified
• Tagged or otherwise marked to prevent their delivery or use prior to repair
• Repaired in accordance with the repair procedures outlined in the Product Campaign Bulletin
Once parts are available, retailers are to promptly perform the applicable service procedures, to
correct all affected vehicles in their inventory (used, demo & SSLP). Whenever a vehicle subject

STEP 1: Remove the two mounting clips
then remove the air intake duct.
STEP 2: Remove the three mounting clips
then remove the upper front cover.
STEP 3: Insert a borescope in between the upper bumper bracket and the inner front portion of both
left and right headlamps.
Locate the part numbers labeled on the both the left and right headlamp assemblies. The part
identification label is located on the inner front portion of the headlamp. See the images below.

Headlamps with part number 84001FL00B or 84001FL01B will not require replacement. If
84001FL00B or 84001FL01B are found, no replacement is required. Reinstall all removed parts in
the reverse order of disassembly.
ALL other part numbers will require replacement and adjustment (see below).

Adjustment

Phased Final Owner Notification – 2017 model year vehicles
Subaru previously notified all affected vehicle owners of this recall with an interim letter by first class mail on October 11, 2022 advising them they would be re-notified with a follow up letter to schedule an appointment once parts are available.
Subaru is currently receiving a limited number of parts from the headlamp supplier – 1,080 sets per week – for service and recall needs combined. To maximize completions of the WRG22 recall while preventing a potential stock-out situation, Subaru will re-notify affected vehicle owners in small, controlled phases as described below:
• Phased re-notification will begin on November 15, 2023 to 5,000 owners of affected 2017 model year vehicles.
• The VINs included in the first phased mailing have been randomly selected using a fair-share of affected 2017 model year vehicles in each dealer’s territory.
• Subaru will continue to monitor the weekly supply/demand and inventory levels, and keep retailers advised of the timing of additional phased mailings.
VIN Status
• As phased final owner notification letters are released, the status of the VINs will be updated to ‘Open’ in the system for the selected vehicles only. This status change will trigger system ‘push’ notifications, such as in-vehicle notifications, MySubaru alerts, and CareConnect messaging.
• The current VIN status of ‘Open – Limited Parts Available’ will remain in place for all other 2017 MY vehicles until those owners are re-notified, to allow for repairs to be performed as those vehicles are presented for other services. The status of ‘Open – Limited Parts Available’ prevents system ‘push notifications’ mentioned above.
• The 2018-2019 MY affected VINs will remain in a ‘Open – Remedy Not Yet Available’ status until parts supply is sufficient.
• Always confirm the VIN status using the Vehicle Coverage Inquiry function on subarunet.com prior to repair.
• Subaru will continue to monitor the weekly supply and demand levels, and keep retailers advised of any changes. Based on the current weekly supply/demand constraints, Subaru is expecting 20+ phased mailings spread over a 2-3 year period, but the analysis of the first phase will help us refine that estimate in future communications.

In support of our retailer partners with pre-owned Subaru vehicles affected by the Impreza
Headlamp Recall (WRG-22) announced on August 16, 2022, we are pleased to provide financial
assistance during the time parts were unavailable for these vehicles and therefore unsellable.
Some states currently mandate a curtailment for certain used vehicles impacted by a recall, and
retailers submitting claims in those states will be eligible for reimbursement at the prevailing
rate. For those retailers in states without such a mandate, we will use a blended rate of 1% per

date, repair date/sale date, and the carrying value of the vehicle.
For each VIN, please provide the following:
• Retailer Name
• SOA Retailer Number
• State the Retail location is located (two-character state abbreviation)
• Full 17-digit VIN
• Current Vehicle Mileage
• Date acquired (If prior to 9/1/2022 use 9/1/2022)
• Date Repaired or Sold (If after 2/17/2023 use 2/17/2023)
• Carrying Value (i.e. Current floor plan carrying value or cost of acquisition if not floor
planned)
• If sold, please provide date sold, buyer’s order, or wholesale documents

Curtailment Submission Process

Phased Final Owner Notification – 2017 model year vehicles
Subaru previously notified all affected vehicle owners of this recall with an interim letter by first class mail on October 11, 2022 advising them they would be re-notified with a follow up letter to schedule an appointment once parts are available.
Subaru is currently receiving a limited number of parts from the headlamp supplier – 1,080 sets per week – for service and recall needs combined. To maximize completions of the WRG22 recall while preventing a potential stock-out situation, Subaru will re-notify affected vehicle owners in small, controlled phases as described below:
•
The VINs included in each phased mailing are randomly selected using a fair-share of affected 2017 model year vehicles in each retailer’s territory.
•
Phased re-notification began on November 15, 2023 to owners of affected 2017 model year vehicles.
• The next phased mailing will occur on January 22, 2024 to 5,000 additional owners of affected 2017 model year vehicles.
•
Subaru will continue to monitor the weekly supply/demand and inventory levels, and keep retailers advised of the timing of additional phased mailings.
VIN Status
•
As phased final owner notification letters are released, the status of the VINs will be updated to ‘Open’ in the system for the selected vehicles only. This status change will trigger system ‘push’ notifications, such as in-vehicle notifications, MySubaru alerts, and CareConnect messaging.
•
The current VIN status of ‘Open – Limited Parts Available’ will remain in place for all other 2017 MY vehicles until those owners are re-notified, to allow for repairs to be performed as those vehicles are presented for other services. The status of ‘Open – Limited Parts Available’ prevents system ‘push notifications’ mentioned above.
•
The 2018-2019 MY affected VINs will remain in a ‘Open – Remedy Not Yet Available’ status until parts supply is sufficient.
•
Always confirm the VIN status using the Vehicle Coverage Inquiry function on subarunet.com prior to repair.
•
Subaru will continue to monitor the weekly supply and demand levels, and keep retailers advised of any changes. Based on the current weekly supply/demand constraints, Subaru is expecting 20+ phased mailings spread over a 2-3 year period, but the analysis of the first phase will help us refine that estimate in future communications.

Owner Notification

A copy of the interim owner notification letter is included at the end of this message. In the meantime, the phased VIN status change to ‘Open – Limited Parts Available’ beginning with 2017 MY vehicles will allow for repairs to begin as those vehicles are presented for other services. This VIN status will also prevent system ‘push’ notifications, such as in-vehicle notifications, MySubaru alerts, and CareConnect messaging to reduce the chance of going into backorder, until we have sufficient parts supply to re-notify customers across all formats.

Description of the Safety Risk : At certain viewing angles, the left front and right front side reflex reflectors may not properly provide
reflected light, which may lower the vehicle visibility to other road users, increasing the risk of a crash. Additionally, the left front halogen low beam reflector may not properly illuminate the roadway for the driver and/or may cause glare for other road users, increasing the risk of a crash.

that can Occur : mold resulting in damage to the mold. Some side reflex reflectors produced after mold damage may have diminished reflective performance. At a later date, the mold used in production of the halogen low beam headlamp reflector was worn to a point where production parts may no longer meet certain data point performance requirements.

July 18, 2019 – Subaru was informed by NHTSA that testing indicated a noncompliance for the left front halogen headlamp assembly. July 24, 2019 – A mold insert of the side reflex reflector was replaced as a preliminary countermeasure. In addition, the inspection frequency for the side reflex reflector and the halogen low beam reflector was increased from once-per-month to once-per-week. July 25 – September 25, 2019 – From the result of the continued investigation, it was determined that a The information contained in this report was submitted pursuant to 49 CFR §573 Part 573 Safety Recall Report 22V-624 Page 4 damaged mold used for the side reflex reflector and a worn mold for the halogen low beam reflector had caused a change in product performance. Subaru traced the potentially affected halogen headlamp assemblies to a vehicle manufacturing period of September 23, 2016 through August 7, 2019. September 26, 2019 – Subaru decided that certain vehicles may not comply with the requirements set forth in FMVSS No. 108 October 23, 2019 – Based on information provided by the supplier, Subaru decided to file a Petition of Decision of Inconsequential Noncompliance for relief from notification and remedy requirements under the Motor Vehicle Safety Act. August 5, 2022 – Subaru received notice that NHTSA had denied Subaru’s petition. August 8, 2022 – Subaru reviewed NHTSA’s denial and decided to recall the subject vehicles. Description of Remedy :
Description of Remedy Program : For all affected vehicles, Subaru dealers will replace the left-hand and
right-hand front headlamp assemblies with remedied parts at no cost to the customer. Subaru will provide reimbursement to owners for repairs according to the general plan submitted in May 2022. How Remedy Component Differs from Recalled Component :
Identify How/When Recall Condition was Corrected in Production : The remedy components meet FMVSS 108 requirements and the remedy parts are currently produced under a new part number.
At the supplier, the mold insert for the LF and RF side reflex reflectors was replaced on July 24, 2019.
The inspection frequency for the side reflex reflector and the halogen low beam reflector was increased from once-per-month to once-per-week on July 24, 2019.
Remedied parts were implemented on the vehicle production line on July 30, 2019. Recall Schedule :
Description of Recall Schedule : Owner notification will occur within 60 days. If remedy parts are not
available, an interim owner notification letter will be mailed to customers. Dealer notification is scheduled to begin on or about August 16, 2022.
