Summary
Subaru of America, Inc. (Subaru) is recalling certain 2022 Impreza and Outback vehicles. The incorrect paint clearcoat may have been applied, which can cause the windshield to be insufficiently bonded to the vehicle. As such, these vehicles fail to comply with the requirements of Federal Motor Vehicle Safety Standard number 212, “Windshield Mounting.”
Remedy
Subaru will offer owners a vehicle exchange or repurchase, free of charge. Owner notification letters are expected to be mailed November 21, 2022. Owners may contact Subaru’s customer service at 1-844-373-6614. Subaru’s number for this recall is WRH-22.

Description of the Defect and Safety Risk
The vehicles affected by this recall were produced with a batch of incorrect body clearcoat finish, which may not achieve the proper hardness. This condition could potentially cause inadequate front windshield adhesion to the vehicle body structure in the event of a crash, increasing the risk of injury to the vehicle occupant(s).
Remedy
Subaru will replace or repurchase the vehicle at no cost to the owner.

A total of 41 U.S. vehicles will be affected by this recall, as listed below:

Chronology :
July 15, 2022 – The subject container of clearcoat was delivered by the supplier and was subsequently introduced to the vehicle paint line.
July 18 ,2022 – During the final finishing process, inspection revealed polish marks with a degree of tackiness in the finish. Upon further investigation, it was determined that the hardness was insufficient.
July 26,2022 – An investigation involving the supplier revealed that the clearcoat delivered by the supplier was not formulated to Subaru’s specification.
August 26, 2022 – Subaru reviewed information that included testing by the supplier that indicated possible concerns related to glass bonding, paint hardness, and other issues (appearance, chipping, etc.).
Sept 15, 2022 – Subaru decided that certain vehicles may not comply with the requirements set forth in FMVSS 212. Subaru is not aware of any crashes or injuries resulting from this condition.

Production Dates : JUL 15, 2022 – JUL 18, 2022 VIN Range 1 : Begin : NR End : NR Not sequential Part 573 Safety Recall Report 22V-712 Page 3 The information contained in this report was submitted pursuant to 49 CFR §573 Description of Noncompliance : Description of the Noncompliance : The incorrect clearcoat may not achieve the proper hardness, potentially causing inadequate front windshield adhesion to the vehicle body structure in the event of a crash. FMVSS 1 : 212 – Windshield mounting FMVSS 2 : NR Description of the Safety Risk : The windshield may not stay adequately retained in a crash, which may increase the risk of injury to an occupant during the crash. Description of the Cause : The supplier delivered a container of an incorrect clearcoat with Subaru’s specification label attached. Identification of Any Warning that can Occur : N/A Involved Components : Component Name 1 : PPG Body Clearcoat (SIA) Component Description : Clearcoat (Bulk) Component Part Number : JCCS150 Supplier Identification : Component Manufacturer Name : PPG Kansai Automotive Finishes U.S., LLC Address : Troy-Automotive Technical Center 5875 New King Court Troy Michigan 48098 Country : United States Chronology : July 15, 2022 – The subject container of clearcoat was delivered by the supplier and was subsequently introduced to the vehicle paint line. July 18 ,2022 – During the final finishing process, inspection revealed polish marks with a degree of tackiness in the finish. Upon further investigation, it was determined that the hardness was insufficient. July 26,2022 – An investigation involving the supplier revealed that the clearcoat delivered by the supplier was not formulated to Subaru’s specification. Part 573 Safety Recall Report 22V-712 Page 4 The information contained in this report was submitted pursuant to 49 CFR §573 August 26, 2022 – Subaru reviewed information that included testing by the supplier that indicated possible concerns related to glass bonding, paint hardness, and other issues (appearance, chipping, etc.). Sept 15, 2022 – Subaru decided that certain vehicles may not comply with the requirements set forth in FMVSS 212. Subaru is not aware of any crashes or injuries resulting from this condition. Description of Remedy : Description of Remedy Program : Subaru will offer affected customers the option of either exchanging the vehicle or repurchase at no cost. Subaru will provide reimbursement to owners for repairs made prior to this recall according to the general plan submitted in May 2022. How Remedy Component Differs from Recalled Component : There are no remedy components. Identify How/When Recall Condition was Corrected in Production : Subaru removed the suspect container of clearcoat from the production paint line beginning July 18, 2022. Recall Schedule : Description of Recall Schedule : Owner notification will occur within 60 days. Dealer notification is scheduled to begin on or about September 26, 2022.
